Washington, D.C. – The United States has proposed steep tariffs on solar panels imported from Southeast Asia, with some duties reaching as high as 3,500%. This move is part of an effort to curb what US manufacturers say is unfair competition from Chinese-owned solar companies operating in countries like Malaysia, Thailand, Cambodia, and Vietnam.
The action comes after a trade complaint filed by major American solar firms including Hanwha Qcells and First Solar Inc, who allege that Chinese firms are undercutting US prices by flooding the market with low-cost, subsidized solar panels.
Why the US Is Imposing Tariffs
The US tariffs are aimed at punishing companies that “dump” products (sell below production cost) or benefit from government subsidies that distort fair trade. These new tariff rates vary by company and country:
- Jinko Solar (Malaysia): 41.56%
- Trina Solar (Thailand): 375.19%
- Cambodian producers: Over 3,500%, due to lack of cooperation in the investigation
Before these tariffs are finalized, the International Trade Commission must decide in June if the US solar industry has been significantly harmed by these imports.
Impact on Global Solar Trade
The US tariffs could affect over $10 billion worth of solar imports. Already, imports from the targeted countries have dropped sharply. Meanwhile, nations like Laos and Indonesia are stepping up their shipments to the US as suppliers look for alternative markets.
A Divisive Decision
Supporters of the tariffs argue they are essential to protect American jobs and investments in solar manufacturing. “These are very strong results,” said Tim Brightbill, lawyer for the US manufacturers. “We are confident these tariffs will stop unfair trade practices.”
However, critics, including the Solar Energy Industries Association, warn that the US tariffs could increase prices for American solar projects. They say US factories depend on imported cells to build complete solar panels — and the tariffs could make those components more expensive.
